Outcomes in the UK

HIV Outcomes UK was launched in 2021 to improve health-related quality of life (HRQoL) of people living with HIV by embedding it as an equal outcome in clinical, academic and policy decision-making across all four nations of the UK. Led by National AIDS Trust, we have gathered a coalition of HIV experts to identify, prioritise and secure policy, practice and evidence-based change.

MILESTONES

  • HIV Outcomes UK strengthened its programme of work by establishing three new expert groups: a Mental Health Working Group, an Integrated Care Board Working Group, and a Data and Confidentiality Expert Stakeholder Forum, bringing together a diverse range of leading stakeholders to drive research and policy and practice change across the UK.

    Building on our voluntary sector research, we published briefing papers on Wales and Northern Ireland, launched at the Senedd and Stormont respectively. We revised the briefing paper of HIV services in Scotland, and continued targeted advocacy to ensure support services for people living with HIV and mental health are prioritised within national HIV policies and action plans.

    The UK Government’s 2025-2030 HIV Action Plan for England reflected key priorities HIV Outcomes UK has advocated for, including a national re-engagement programme. We also published a briefing on health-related quality of life, the HIV Action Plan and the 10 Year Health Plan for England to drive improvements in quality of life as health strategies are implemented. We partnered with the All Party Parliamentary Group on HIV & AIDS on a roundtable to launch this briefing which brought together leaders in the UK's HIV response and government representatives.

    Through our ICB Working Group, we launched a programme examining HIV commissioning to help ensure all areas provide locally informed, person-centred, equitable care for people living with HIV that meets their holistic need.

  • We led comprehensive, multi-method, community-driven research into the HIV voluntary sector which informed our report, ‘HIV services at the crossroads: the role of the voluntary sector and needs of communities’.

    A separate report was published to highlight the importance and needs of the voluntary sector in Scotland: ‘HIV services at the crossroads: Scotland’.

    The oral presentation of this research was awarded the Martin Fisher Award at the BHIVA Conference and our parliamentary launch event brought together key decision-makers in the UK's response and strengthened support for implementing the recommendations.

    We have used the report to inform and target our advocacy with key stakeholders across the UK, including government officials, local authorities and health boards.

    Contributing to the UK Government’s HIV Action Plan for England remains a top priority.

  • HIV Outcomes UK partnered with the All-Party Parliamentary Group on HIV and AIDS to host a parliamentary event on tackling inequalities and improving HRQoL.

    HIV Outcomes UK published, ‘Beyond the virus: prioritising the mental health of people living with HIV in Scotland’, with the Minister for Public Health and parliamentarians speaking at our launch event. The report gained strong cross-party support, with over 30 Scottish MPs supporting a parliamentary motion for the government to implement the recommendations.

    A new partnership was launched with Fast Track Cymru to publish ‘Living Well with HIV in Wales’, an evidence-based progress assessment report with recommendations that have enhanced scrutiny of the Welsh Government’s HIV Action Plan and informed strategic planning and budgeting. Aligned with our recommendations, the Welsh Government later confirmed funding for a national peer support programme.

    HIV Outcoms UK published a report on HIV and inequalities, exploring how the NHS’s approach to address health inequalities can be applied to the HIV response.

  • HIV Outcomes UK was founded with the Steering Group bringing together diverse leaders from the UK’s HIV response. The group developed a workplan with four key areas:

    • HIV care engagement, integration and coordination

    • Stigma as a barrier to care

    • Mental health

    • Information, data and confidentiality

  • The need for HIV Outcomes UK emerges from a series of roundtable meetings chaired by Professor Jane Anderson that brought together key stakeholders in the UK’s HIV response to explore how to improve HRQoL.
